Evidently, somebody jumped over the pharmacy counter at CVS and stole some drugs. I was in the area shortly after this took place and boy, were there a lot of cops around! I must've seen 7 or 8 cop cars parked along the road, then I saw the whirlybird and I knew they were looking for some malefactor.

They're trying to be conservative. A 2 hour delay, which is what they've decided on right now (4:54 a.m) gives them enough runway that if things really go to shit between now and the 6:00-7:00 hour, which is when the whole machine really starts to come to life, they can still cancel school. They're going to update at 5:15 a.m.

Did Food Lion ever have a significant presence in the area? I checked and as of 1990 they didn't have a single store in the D.C. Metro area, compared with over 200 Giants and Safeways. My thinking is that the Bloom chain, which was created in 2004, was their foray into the area, but when they ditched the Bloom brand in 2012, they converted a few of the Blooms, like the ones in Herndon and Lort

Food Lion is owned by Ahold Delhaize, which also owns Giant. However, even before Ahold and Delhaize merged back in 2015, Delhaize was retreating from the Northern Virginia market, because it was just too hard to make money here. Also, as part of the Ahold-Delhaize merger, they got rid of a bunch of their Food Lion locations to avoid antitrust problems.

For an adult male, I'd say it's perfectly safe. Smart crooks (which is an oxymoron, I know) are looking for a quick and easy score, and know that joggers generally don't carry a lot of cash. Just checked and as of this writing, no delay or cancellation for FCPS. Given the current forecast, it's a good bet there will be a delay on Friday, 'cause it's supposed to be 8° with winds of 16 mph, which translates to a wind chill of -10­°. If Friday turns out to be a little more chilly and a little more windy, you're looking at frostbite in 30 minutes.

The full text of the graffiti is "LABRATKNATS!", as shown in this screenshot from Google Maps.
