I'm not sure about MO, but here you have to be a resident of VA and prove it before you can do anything with the DMV (driver's lisence, registration, etc.). The only exception is if you are military and stationed in another state with another state lisence but declare your residency in VA, but you still have to prove that you do live at whatever VA address you want to register the bike.

Washington sailing marina, but I think that they require you to show a license in order to rent. There is another marina a few miles south, the name escapes me, but I rented from them a few years ago and they didn't ask for proof of license.
