House Under Construction on Van Buren St?

Anyone know what's the deal with the house on Van Buren St right before Alabama Drive when driving towards Henrdon Pkwy? It seems like it's been under construciton for a few years and doesn't look like it'll be done any time soon at this pace. It's not that big of a place too .. yet that built 2 separated garages that house two cars each.. so 4 cars? It looks kind of out of place but that doesn't matter much. Just wondering what's the deal with it.

My wife & I go by there at least once a day, and have been wondering / commenting the same thing. It dose seem out of place for the neighborhood, and that little wall across the front really makes it kind of odd. On top of that, the courtyard / driveway / carport / whatever you want to call it in bewtween the 2 garages in front of the house really doesn't seem that big, so wondering how difficult it is going to be for whoever lives there to get vehicles in and out of those garages.

Just kind of glad I don't live next door to it and had to put up with the 3 plus years of construction.
