Who are Tracy and Nicholas Schar?

I was driving down Old Centreville Rd. and saw two side streets: Tracy Schar Ln and Nicholas Schar Way...anyone have any info on who they were? Just curious more than anything else. I was assuming they probably developed that subdivision or something but who knows?

I live on Tracy Schar, I belive the streets are named after the man and woman who originally owned the property where the development now sits...
