Sounds like it may have had to do with this, time and location are about right:

WASHINGTON - A 28-year-old Centreville man is under arrest after a spree of incidents that police say began with items being set ablaze in a home and ended with a taser and the closure of Interstate 66 in Fairfax County.
Police say they first encountered Luis Antonio Caballos about 1 a.m. Tuesday morning after a call came in reporting that a man had set fire to several items in a home in the 14500 block of Lock Drive. Caballos also allegedly punched out a window and locked himself in the bathroom before fleeing in a Volkswagen after police arrived.
Police say Caballos -- whom they believe was on drugs -- struck a fence at the Chantilly National Golf Club while driving, and minutes later struck a car on Route 28 North near Interstate 66. The crash injured a 29-year-old man, who was taken to an area hospital.
Caballos then continued on toward I-66 East, police say, and struck a police officer's vehicle in his now-heavily damaged vehicle. After Virginia State Police became involved in the search, authorities say Caballos' vehicle stopped at Route 7100.
Police say Caballos was "combative" and finally taken into custody about 1:37 a.m. after a "conductive energy device" was used. The investigation caused the closure of Interstate 66 for about 30 minutes.
