Police and Fire personal allegedly saved a suicidal woman on a roof

Just a normal end of the summer day in the DMV and , some how some way, a young urban yuppie female was up on roof of the Andover House. The Andover House is one of those new leftover condo's turned high price apartments in a bad real estate market in the DMV. It can cost up to 5k a month for an apt in the Andover.
Some how some way, four police cars show up along with a full fire house squadron. Next thing you know, a young female is in handcuffs, crying and placed in the ambulance to check her mental state of mind.
Allegedly, someone called the police and reported a woman was on the roof and , she looked crazy. The friends of the roof top drunk allegedly stated , the female was on the roof having a beer and smoking a cigarette. The friends also added , people that live in the Andover go on the roof all the time.
