Received an invoice instead of a diploma at graduation ceremony

At my graduation ceremony, they handed me an invoice when I walked across the stage instead of a degree. I had a $20 balance at the library and they didn't post it until right before graduation.

This totally ruined what was supposed to be a special day. Is this common practice at all colleges or are the people at my college just douche bags?
