Voter-registration forms being mailed to Virginia residents are addressed to dead relatives, children, family members in other states, non-U.S. citizens, people with similar names, existing registered voters and residents' cats and dogs.

The errant forms are among tens of thousands being distributed in Virginia by a national voter-registration group that pre-populates the documents with key information, including names and addresses of prospective voters.

The mailings have become a source of confusion among many who receive them and are creating headaches for local registrar offices, which must spend time in a busy presidential election year investigating which of the forms are legitimate.

The mailings also can create opportunities for voter fraud, election officials say.

Virginia election officials have contacted the nonprofit group, the Washington-based Voter Participation Center, to express their concern and ask it to adjust its methods.

The Virginia Board of Elections has received more than 100 complaints so far from residents and state registrars about the third-party voter-registration forms. The Voter Participation Center mass-mails the forms, targeting Democrat-leaning voting blocks such as young adults, unmarried women, African-Americans and Latinos. The center calls these voting groups the "Rising American Electorate."

"I don't know what this center is, and maybe they think they're doing a good thing," said Chesterfield County Registrar Lawrence C. Haake II, whose office received 30 more of the forms last week. "But they're not."

Local residents and Richmond-area registrars are speaking out about the mailings that first gained national attention with reports of a Virginia Beach woman's pet cat and a Bedford County man's dead dog receiving the forms.

"It is clear that hundreds, if not thousands, of applications were delivered to those ineligible to vote," Donald L. Palmer, secretary of the Virginia Board of Elections, wrote this month in a letter to the organization.

Registrars throughout the region say they are receiving a steady flow of the completed forms, although some localities seem to be getting more than others.

"We're seeing a lot of them," said Richmond Registrar Kirk Showalter, although few complaints have come to her attention.

Henrico Registrar Mark Coakley said his office received 40 VPC application mailings last week, and some earlier ones were sent to teens under 18.

Hanover Registrar Teresa Smithson said more than 100 third-party registration forms have come into her office since mid-June, with 99 percent of those from the VPC.

"We've got several adamant complaints about it being sent to their home," Smithson said, including one addressed to a resident's grandmother who had been dead since 2006.
