so my shitbag room mate uses all of the bandwidth playing his little dungeons and dragons video game and gets all upset when I ask him about the bandwidth. "No there is no way it's from this game it must be your laptop." "Well the internet is in my name so sucks for you because I'm not going to stop playing." What is the point of a grown ass man playing a fucking game meant for a 7 year old? Any way I can get my bandwidth back again?

That game is an addiction for some people. In fact the majority of regular players on there are addicts. They think about the game almost 24/7. It is their life. Not the stinking fat ramen-noodle non-showering non-house-cleaning real self that exists. To them, their real life is all imagined and is really just a bunch of coded 1's and 0's.

This article discusses updating the firmware on your router to allow you to limit how much bandwidth each user has:

However, as previously mentioned, it requires updating your router's firmware, so if your router is unsupported, this will not solve your problem. Additionally, the feature you want, per-user bandwidth limiting, is only available in the paid version of the software.

I agree with the others that have posted, if someone is "taking all your bandwidth" either by playing a game or something else, then that is a problem with your router. I would either go out and get a new one (new consumer grade routers are not expensive), or upgrade your firmware.
I guess it also depends on what you are trying to do with your laptop and the age and quality of your laptop. If you are just trying to surf the web while he is trying to play his game, there is no chance you should notice a problem if your router is working properly. If you are trying to watch gay porn, then maybe your laptop's video card or wifi connection is too slow.
Because you say it is a laptop, it could be a problem that you are too far away from the wifi router. If the router is near your gay room mate and you are in the other room wacking off to gay porn, then it could be that you are too far away?
There also could be too many obstructions or something interfering with your wifi signal. For example, while you are watching a very large black man corn hole a tiny Asian man on your laptop, you might experience signal dropouts because The blow up doll you are fucking is obstructing the signal. If your router is wifi G as opposed to wifi N, it might be the big black vibrator in your ass that is Messing with your signal.
As an experienced IT professional, I would say that your jilted lover's game of WoW probably isn't what is causing your problem. Because you are the one experiencing dropouts while watching gay porn, then the problem is more likely with either the video card, wifi card or perhaps even spyware you have on your laptop because you have been downloading too many ladyboy videos from Malaysia.
If the problem is with your roommate spending too much time playing WoW and not paying attention to you, I suggest that you prepare a nice candlelight dinner and explain to him that you are feeling lonely. You might put on your favorite nightie and sexy underwear.
