Do mopeds have to be registered with DMV?

The use of these things on county roads seems to be getting more widespread. I believe the county board of supervisors formed some committee 5 + years ago to come up with policy on mopeds but alass never heard anything about it.
Do they have to be registered? do operators of said vehicles have to have driver's license? Are they required to carry insurance to operate on county streets? could the effers stay to side of right lane instead of taking whole lane when they can't get close to maintaining the posted speed limit? Are there gangs of mopeders that hang out at Kilroy's?

I'm sure there is plenty of info available at dmvnow.com. There are different rules for mopeds with 50+cc engines - like the operator must have a motorcycle license.

Yes, I want a suped up vespa (the ones with a max speed of 80 mph). Yes, I'm apparently the only one that thinks this is a good idea.

They are pushing these Vespas over in Europe that have the two front wheels like the Can-Am. they look a lot more stable than those tiny wheeled scooters.

If you are going to work with just your lunch and a laptop or just picking up a few groceries, scooters are perfectly practical.

Mopeds/Motorcycles are smart and fuel efficient! Since no one ever runs red lights or fucks up like that or anything around here:
