I think there's a problem

Woman with kid inside locked home, inside bedroom armed to the teeth, on the phone with 911, two bad guys trying to break in "softly".

==21 minutes later== they break in by kicking in the door. Armed-to-the-teeth woman blows one away with shotgun.

21 minutes of on-the-phone-with-911 and no police there?

A dispatcher arrived within minutes, a bag of fritos under one arm, a phone headset with microphone upon her head.
