Can you tell anything by the letters on a license plate

Are the first three letters on a majority of virginia license plates an identifier? Say what area you might live in?
Would someone in southeast Virginia get a different set of letters than someone from Northern Virginia?
And on occasion will see the numbers first with three letters last. does this mean anything or its all random
Exceptions made for folks buying vanity plates?

Not sure, but I think since the mid 90's the letters started at ZZZ and then the next set of letters issued were ZZY and so on, nothing to do with region. Just whos next. I suppose eventually it will end at AAA

RANDOM

next in line gets the next plates - nothing to do with anything

you could have batch abc-1234 through abc-5999 in richmond and then batch abc-6000 through abc-9999 in norfolk
