That's an old article. Banks are cramming austerity measures on the general population so they can get paid on their bad loans and keep their bonuses. As they push for more cutbacks on Italy, Greece, Ireland, Spain, etc., the demand for exports from Japan, Germany, China, and US are drying up and those countries will go into recession and they'll find it difficult to finance their own deficits.
