You presuppose that labour is a commodity without substitute. If the wages for farm workers were allowed to rise in order to find equilibrium, then so be it. If that is economical, the farmers can either switch to more lucrative crops or let the field sit fallow. As businessmen, they take risk, so let them take their medicine.
An increase in wages tends to spur demand for labour saving capital equipment. In Japan, there are already robots that pick strawberries. This spurs the kind of innovation that increases productivity and the quality of life, and spurs demand for programmers, engineers, and yes, CEOs and other management that add value through organising the operations.
All that needs to occur is to let the market find an even footing. However, this will not happen because of lobbies that are close to power. The leftist faction salivates at the prospect of a permanent majority, and the rightist faction have strong constituencies in the farm states that seek subsidies (i.e. welfare) and blind eyes for their illegal workforces. Furthermore, the fatuous egalitarianism that prevails in this country facilitates a focus upon the advantages of the illegals while ignoring the great costs that are borne by the ever-forgotten taxpayer. In summary, this odious regime and the beast with two heads that is the party system will gum up the works as usual.
