White rags hanging out of rolled up windows.

I occasionally see cars parked with a white rag/towel stuck in the window. It seems that the car might be broken down or something. I haven't seen that before moving here several years ago.

Why do people do this? Does it do any good?

Are cops more likely to give someone a break? Does it keep people from breaking in to steal it because it won't go anywhere?

What? How ridiculous is that? So I guess that means i can just park illegally up on a sidewalk somewhere, and I would get away with it as long as I hung a towel out my window.

This is a stupid policy and needs to be BANNED.

The white rag is the international sign of surrender. It means you have given up, and that your enemy (aka the cops) may approach your vehicle for negotiations without being fired upon.

If the car is parked in Ashburn or South Riding it means they're swingers.

That's stupid
It's only acceptable on the highway.

I've actually thought about going into Walmart and getting the
biggest white bra they have.....triple E?
So if i ever break down i would be entertaining those who drive by.

Buy a car that doesn't break down.

What is indicated if the white rag has brown smears?

Isn't it obvious enough that my car is broke down when you see it along side of the road in the middle of nowhere?

It comes from the old days of unreliable cars and no cell phones. When a car broke down you were stranded unless you wanted to walk for 10X miles or somebody stopped.

In the old days people use to pull over on the side of the highway to take a nap or a break because there were not a lot of exits on main highways or rest stops. There were "highway safety patrol" trucks that would drive the highways to help stranded cars because a motorist use to get stuck in the middle of no where with no way to contact anybody.

The white flag meant you wanted the highway safety truck, patrol car, tow truck to stop and help you.

Sounds like the most reasonable answer so far.
