medical canibus on base

A friend of mine is going to Hawaii to visit family that live on the military base there and he plans on staying on base with his relatives. My friend smokes reefer and he was wondering if he got his Hawaiian perscription to carry the stuff if he could posess and smoke it legally on the base? I said probably not because it is federal property, but he wants to find out for sure.
