Nope Jeremy, grew up in England - tisn't warm there either but doesn't get as cold as this area in winter (fairly temperate really was 40s in winter, 60s in summer + lots of drizzly rain - warmer in the south).

But anyway, it has been below normal here since 2nd of December, just about everyday here has been 10-20F below normal. It would be equivalent of being in the upper 50's and mid 60s everyday if it were the same in reverse. So yes, I'd say tis cold for this month. I predict that we'll get a warmer latter winter - as these things have a way of equalizing out.
