These were probably well known as being (flash) flood zones.

This storm was perhaps the 100 yr event that city planners are supposed to try to plan for when building cities - because despite they are forgotten they do happen.

It is why some places (near rivers) should be marked a flood zone and shouldn't be occupied during storms unless extra measures are taken.

It's pretty simple - a river like this with flat land on banks is sure to cause trouble when an unusual rainfall happens.

when the bank is overrun the water goes wide quickly if there is enough of it

Homes should not be near riverbanks unless on a hill.

Developements and homes should be rejected to be built (no permit) unless on significant flood stilts (and there would still be danger so still denied permit close to riverbank).

As far as parks you can put up signs but probably cannot inform the public that the 100 yr storm event - as they will forget and ignore infrequent danger.

* unusual snow accumulation (ie: roofs need to take a 100 to 300 lb/sq ft load even if snow is usually only 2", depending on area)

* earthquake in areas that rarely get shaken - earthquake brakets and buildings that withstand them - for minimally the kind "expected" in 100 years

* indirect lightning strike (in usa usually well handled for homes but not well handled for street poles in the city - they are dangerous to stand beside even if the lightning strike is, say, 500 feet away from pole and person)

* high wind - much higher than area normally experiences

* hail - ie car windows should withstand it and areas with frequent large hail should likely park cars in garages or have extra thick glass

* CITY TOILETS - some small towns *** should still be working after a disaster

* CITIES SHOULD HAVE ACCESSIBLE AND SUFFICIENT TOILETS - a town without un-locked toilets (ie: nobody is in town or middle of night) is illegal to inhabit. PLUMBING CODE IS STRICT you aren't allowed to inhabit an area which has no toilets: that includes a town and even the whole town. say a flood happens and store owners don't open the stores. say residents are on septic which are all flooded. are there sufficient toilets? there should be and i am not including porta-poty as an excuse since they are temporary and easily knocked over.

the elderly and disabled cannot outrun a storm. they rely on "builders" not to put structures in the way of danger not even the 100 yr dangers. with new mobility and (perhaps un-wanted) extra independence and handicap they also rely on cities providing access in town to toilets, water, and also sufficient shade or heat in the case they are stranded - perhaps by some person who has failed to pick them up on time.

unwanted independence comes when a family is not willing/able to chaperone and hospital insurance doesn't cover 24/7 nursing per elderly person. and also from disabled who may not want 24/7 care - but at times may be stuck waiting
