Article VI, Clause 2 wouldn't be applicable in this case if the Supreme Court hadn't found the creation of immigration law (or Naturalization) to be the purview of Congress under Article 1 Section 8. Otherwise, one could argue it was the right of the States, which would mean Article VI, Clause 2 doesn't apply.

States and localities do this all the time. They create State and local laws to mimic Federal or State laws. They do this so they can move some cases to State or local courts - in the meantime they are still enforcing statutes already enacted at a higher level and as long as they don't do anything materially different in the enforcement, or reasons behind it, they do this on a regular basis.

Unless they change the Federal laws, the Obama administration has a big problem. The States can create a local law mimicking the federal law, and then perform their own enforcement of the local law/ordinances. Again, this happens all the time for various other laws enforced by federal and other civilian agencies. The only place where Obama has any leverage is in how ICE deals with enforcement requests. He can tell them to drag their feet, or turn away certain types of cases - but the more he does that, the more he opens the federal government up to being sued for non-enforcement of the law.

Right now all the administration is doing is trying to hold up legal enforcement activities in the state with what amount to frivolous lawsuits they know they will eventually lose. This latest one isn't even related to the immigration law - but MSM decided it would sound better lumping them all together - when in reality this one has to do with employment discrimination practices. Too bad they just didn't use e-verify - then they could have turned them away legally if they didn't check out.

If their plan was to come here and take advantage of our booming economy, make some money...now since the bottom has dropped out...shouldn't they think about going back home? But if I missed it, then they had a long range plan to settle in the US illegally and still take advantage of tax free living on legal people backs.
