USA had a Phillidelphia Plan and New York plan for incarceration.

The PA plan was "to reform while punishing and set free", avoiding large scale prison building. (or kill your ass dead if you couldn't be trusted to be reformed)

The NY STATE plan was "build huge prison facility USING GOV MONEY" ... This turned into NY STATE demanding federal money "to keep the worst" which turned into every state and municipality "seeking prison building contracts" which

ENDED UP DURING CLINTON: democrat hack law "prison can be profitable privately owned and run despiate already paid for with taxes"


WHICH TURNED UP TO BE - CLINTON SS GOONS LOOKING FOR PEOPLE TO STUFF IN A PRISON

AND USING WHITE VAN POLITICS IN THE NEWS


40,000 new cells added isn't what you want to hear if your living in a small dictator run county, is my guess

IN USA HISTORY BOOKS - REQUIRED LEARNING IN USA - when USA still had learning in schools that is.

USA had a Phillidelphia Plan and New York plan for incarceration.
