There was one over in College Park when I lived there back in the 90s. It was the worst restaurant service imaginable and there were always tables just sitting there full of dirty dishes. It was kinda funny. I'm sure it must be closed by now.

Could happen in either service; but a demotion from Captain to Lieutenant would be a one rank demotion (i.e., army). Theoretically possible in the Navy, but you'd be told to simply GTFO rather than be demoted from O6 to O3..
