WHY WOULD AN EMPLOYER TOLERATE THAT? BRIBES. EITHER GOVERNMENT WORKERS OWNED THE COMPANIES, PROBABLY LEGALLY HARASSED OR BLACKMAILED OWNERS, DID HOSTILE TAKE-OVERS OF THE COMPANIES USING FAKE LAWSUITS, OR BRIBED THE COMPANIES.

IN FACT THESE SAME COMPANIES USE A SINGLE "CERT" GAINED ILLICTLY BY BACK DOOR RULES FOR THE WHOLE COMPANY that supposedly allow them to use un-trained illegal aliens on all jobs un-supervised, USE ILLEGAL ALIEN LABOR, AND DO NOT HIRE QUALIFIED APPLICANTS, AND THE GOVERNMENT NEVER PROSECUTES - THE GOVERNMENT PLANNED THAT ALSO. 1) registered as a business. ie, if your business is complained of they know where to find you. the registration fee was like $25 - which people complained was too high should only be $2.50 the price of a hamburger.

2) proof of insurance or paid an extra ? $150 as "un-insured"
