The aid money is in essence, a mini Marshall plan. The idea is to give people in Central America a hand so that they do not feel as compelled to come here illegally. That after all is one of the main bogeymen of the GOP, right? you can either let these people in and not bail out their home countries, or not let them in, but send them a financial lifeline where they are. You cannot have it both ways.
