Starting a lion preserve in the Southwest US

I would like to start a game preserve in Arizona, New Mexico, or Texas, along the southern border. Limited hunting could be allowed, but the primary purpose would be raising large cats in a wild environment. It appears there will be a steady influx of fresh meat so feeding costs should be minimal. Lions, leopards, jaguars, panthers, and possibly tigers and hyenas would make for environmentally friendly border guards. Immigrant families could dine together without fear of being separated.
