There is no right to remain silent in disputes concerning the assessment and collection of taxes. There is a Fifth Amendment right against self incrimination when the government claims you violated a criminal law related to taxes. By statute if the IRS is in contact with the taxpayer and decides it wants to pursue criminal tax charges, it is required to inform the taxpayer so the taxpayer can invoke his Fifth Amendment rights. This is why many criminal tax cases are initiated as non-tax investigations. It allows government investigators to pump the taxpayer for information without having to tell the taxpayer that he's under criminal investigation and might want to shut up. I've seen it happen.
