The fact is that US District Court isn't the correct venue for a lawsuit against China: the US Supreme Court is. only the USSC can throw a lawsuit against another country and decide it should be handled by a lower court. The Constitution doesn't allow States to sue foreign governments: it does NOT, nor does it allow States (ie California) to enter contracts with foreign governments without passing Bills*
