Trump should never have given California a dime of covid19 money. It is guaranteed to be used only for political purposes, to keep Pelosi types in California rich.

First of all: Bill Clinton tied funding to law, which was illegal at the time: the law is the law, funding rules are funding, and the American people deserve clear laws and funding spent how it was allocated.
Famously, CNN news lied, and was force to admit lying on their own channel, about whether Clinton was winning and it was thought to have effected the polls in a very close race.
