Id advise my immigrant friends to visit Harbor Freight for their cordless reciprocating saws. Remember to bring 2 batteries and a dozen blades just in case. Personally id bring 10oz or so of machine oil as well. You could fit it all in a small day pack along with some water. When you get through just sell it on ebay and get 3/4 of the purchase price back. Yes you could make this all happen for 30-50 USD no problem. Not a bad price to get into the USA and avoid hours walking.
At the very least he could have brought 30 feet of rope - that is cheap

Breaking into a house is nothing like being able to climb a high flat slippery structure. Doubt even a mountain climber could scale that wall with ease. Most Americans I see could never scale that wall, not with their Jelly bellys.
