Question is WHY?

Why now?

and does this constitute a bailout for democrats (funding their home security from the state level EVEN THOUGH NIGGERS ALREADY GOT their federal funding for police protection and spent it on luxuries and mansions)

is this governor late? has atlanta gone haywire? or is this gov giving nigger democrats a free bailout by abusing "state of emergency" laws (which, btw, were legislated by Clinton and Obama).
