There’s a gold Kia Rio harassing and following the children in my Loudoun neighborhood

The kids say it’s a greasy overweight man in his late 30s trying to coax them into entering his vehicle. I’m going to file a report and I’ve notified the HOA.

He had hand-drawn sign on the side that said "Free Candy". He used to drive an old red van and do the same thing.
