No, it stated his date of birth in 1961. This is a pretty standard form for most State governments - the original has either been put on microfiche or filed in some deep dark vault - but the pertinent information was put into a system. Actually the truth of the matter is this.

There is no Criminal proceeding on this issue. In a criminal proceeding you are innocent until proven guilty, and you have to be accused of a crime. In a criminal proceeding it is "beyond a reasonable doubt" - meaning you have to have full agreement by the jurors that you committed a crime. No one has charged Obama with fraud, or presenting fraudulent documents.

Now, in the case of a Civil proceeding, you have a "preponderance of the evidence". A preponderance of the evidence falls upon the accuser to produce. The defendant is innocent until proven guilty - and guilt is determined at 51%. Still, the accuser has to produce evidence via whatever legal means they have available - to show the guilt of the defendant. The defendant can then defend themselves if they feel they need to. Just claiming that Obama is not CIC because he has not shown his BC is a specious claim since the Certification of Live Birth is sufficient evidence in a court of law to show that he was in fact, born in Hawaii. The guy would have had better luck stating he was a conscientious objector.

First, Caucasian was a commonly used term for "white" up until a few years ago. Second, the father probably wrote "African" because it was a fill-in-the-blank form, not multiple-choice. Since his father was not an American, he probably didn't refer to himself as a "negro," which was the common term at the time.

In any case, the authorities in Hawaii explained this by saying that they use what was submitted by the parents. There are probably lots of people from Hawaii whose parents were "colored," "black," "oriental" and such from back then.
