They don’t and they never said to. Read the actual article. You are allowed to go out for “essential” travel. The definition with is pretty broad. You can go work, go to the grocery store, you can go to the bank, you can go for a jog and you can ride your bike. Pretty much everything you’ve probably been doing up to this point anyways. Just don’t congregate in groups over ten and you are obeying the letter of the law.
