If he issued the order, Trump hasn't executed yet. Can we expect the White House to make an announcement soon or is Trump seizing power at the State of the Union?

It would seem wise to do it before he is impeached. If he is still President it is much easier to take over, you know, dismiss Congress, declare martial law against the deep state, Greta Thunberg, and low flush toilets.
