Trump doesn't technically steal. He builds sham companies and then blackmails people into investing in them. Once they invest Trump just takes their money and runs. Meanwhile, any contractors involved in the sham Trump tells them the work was awful and he won't pay for it. If the contractors complain then Trump ties them up with legislation from lawyers(who he also doesn't pay.)
