Whether speaking freely, using social media, or reading from a teleprompter, Trump's vocabulary is apparently limited. He uses very basic words to express a broad premise with little to no analysis or background.
So, is this a sign of his limited capacity to use language or is he appealing to a base with this limited capacity?

A little of both. He really is talking down to his base, but he doesn't really have that far to go from his usual simplespeak. He thinks he is doing a great service for the dullards who support him.
