THE REASON: MICROSOFT LOBBYING MONEY (most $ in history) AND MOST CONGRESS MEMBERS INVESTED HEAVILY IN MICROSOFT AND MICROSOFT WAS FAILING IN DANGER OF CLOSING DOORS (due to win95, the worst OS ever released - froze several times to do just 1 night's home work).
CLINTON ALSO INSURED ALL COLLEGES FIRED ALL UNIX TEACHING/USING PROFESSORS AND DEMOCRAT STATES SUDDENLY INSTALL MICROSOFT MACHINES ACROSS USA.
A FEW YEARS LATER, monitoring college servers (which i used to do), the main schools that had been promoting science and unix online converted from unix to microsoft: they had simply deleted content on those servers that was not microsoft related (many computer software projects hosted by those colleges, like VAX work but also chemical engineering work done using unix programming).
that was not all: the chief of those schools hosting free (GPL) unix were INFILTRATED BY GERMANS / ASIANS and given 100% control of (debian) - whereas before such projects HAD BEEN MONITORED AND MEDIATED BY PROFESSORS to insure against dependency attacks, malware attacks, compatibility attacks, reverse engineering, security attacks - against unsuspecting users.
NEXT - MICROSOFT WAS DEEMED LEADER OF SEVERAL GOVERNMENT COMMITTEES ON "laws reguarding specifications of used software - ie, importantly, for the health care industry"
NEXT - MICROSOFT WAS INSTALLED in a nuclear plant near other actually qualified tested computers. CLINTON THEN BLESSED MICROSOFT AS CRITICAL INFRASTRUCTURE FOR POWER PLANTS, TRAIN DEPO, AIRPORTS despite that at the time none of them actually used microsoft for any mission critical application (they used, ie, IBM AIX at the time - so did most large franchise stores for credit processing including grocery stores)
years later - with Hillary in State Department - anti-USA hackers were funded to attack USA IT from within AND money for foreign hackers was huge as well. this spurned ARM chips which are the competitor to intel and the ubuntu that runs on them - funded by USA taxpayers - which has a knife to the throat of the tech world: it's all asian made and run, users spend months trying to get things working while asians sell units made of "contributed" wares on the shelves - an arrangement that is far from a coincidence.

Democrats had IN THE WASHINGTON POST been hiring english teachers as "IT professionals" for years during Clinton
The reason was to kill off anyone who knew very well Microsoft was a bad OS who refused to be compliant with the tech world at the time.

THINGS CHANGE, CLINTON IS PER SAY NO LONGER
WINDOWS 10 IS A SYSTEM I WOULD NOT DETER ANYONE FROM USING FOR ANY REASON - currently - nor would I suggest it is more trustworthy than Apple. Infact I'd call them both DICE

In the 1980's Colleges (including fairfax's George Mason) used VAX and other unix mainframes such as DEC (who's HQ was in Centreville, Virginia before microsoft caused it's permanent closure) - they created TCP/IP and the Internet along with Cisco, Sun, and a few other names people are not familiar with. They accessed the "super computers" with (dummy / lightweight) terminals - rows of terminals the students could access.
In the 1980's 1990's up to Clinton schools always used Apple computers (the Apple IIe specifically) in lower schools (elementary, etc). But during Busch Jr., government was given "contracts for Dell maintenance" (meaning government wasn't allowed to fix broken windows - Dell was given all the business) - while apple was being hit hard on the market and removed from schools - nearly killing Apple computer - which had been Made in USA.

they wanted to keep people who knew computers out of the government to insure they'd need outside contractors and use microsoft products AS INSTRUCTED
