Mueller's report has been redacted and Mueller deferred on prosecution because of DOJ regulation. Mueller needs to go on the record on whether he believes the sitting president is a lawless thug whose only hindrance is his own incompetence and insoburdination by those around him because he's such a stupid weak useless bitch. And a conclusion on whether the president is potentially a traitor whose efforts may have concealed more treason from the special Counsel.
