The real problem isn't that school systems such as Fairfax and Montgomery were hit with a wave of undereducated students with a poor command of English. The problem was the way those school systems chose to respond to the challenge. We did not choose to provide these special needs students with their share of resources in the form that would best address their needs. Instead we chose to provide these students with all the resources the other students get, plus additional resources on top of that to address their needs. This was done by reducing the resources that were available to the rest of the students. Then since there were parents with clout or kids in favored programs we chose not to reduce the resources available to them, further reducing the resources available to the rest. This gave us an hourglass resource allocation with students on the bottom and top receiving far more resources per student than the population in the middle. In simple math, in a group of thirty students you have 10 that are getting 50% of the resources, or 5% each, 5 favored students getting 16.67% of the resources or 3 1/3% each, and the remaining half of the students getting 331/3% of the resources or 2.2% each, instead of each kid getting 3 1/3% of the resources. This cannot be sustained without adverse consequences.
