he's shooting down a huge increase to DC VOUCHER PROGRAM - hundreds of millions, which is not fiscally accounted for. the bill claims increases (of the kind discussed) must be met by decreases elsewhere, but the bill proposed to increase isn't in the same legislation to circumvent it.
