I agree:
1) require the state to issue a valid voter ID free to each registered voter;
2) require the state to issue a valid voter ID free to each new voter when they register to vote;
3) require the Federal government to issue free IDs when men register for selective service and require that states accept them and passports for voting purposes;
4) allow states to permit other documents to be used as valid IDs for voting purposes in their discretion. This could include drivers licenses and military IDs, some of which the states could charge for.

Once this has been done voter ID could be mandated.

Elections in the US are administered at the state government level. The federal government does not have the ability to dictate how a state runs their elections other than enforcing the provisions of the US Constitution.
