The plan would provide the Irish — but not anyone else — with roughly 50,000 endlessly renewable work permits per decade.
however - state governors are currently in control of (and legally responsible for doing PROPERLY) legal immigration
(federal legislators do not / cannot legislate immigration trades which benefit certain businesses, not to my knowledge. for one thing it's a form of interstate breach because often one state benefits and the burder and illegal are in another state, such as MD illegal aliens WORKING IN VA)

OUTSOURCING CITIZEN JOBS BY LAW IS NEVER LEGAL
nothing in the constitution allows Congress or any legal person to remove one's right to work and give it to a foreign country

you can talk about a PROFITABLE BUSINESS'S RIGHTS to choose
you cannot talk about government's right to choose: because they are servants and sell nothing and enforce laws with MILITIA (police), they are not businesses and have NO CHOICE of treason
