His actual words according to Mount Vernon were

"A free people ought not only to be armed, but disciplined; to which end a uniform and well-digested plan is requisite; and their safety and interest require that they should promote such manufactories as tend to render them independent of others for essential, particularly military, supplies."

This is more consistent with the idea of the right to bear arms being a communal rather than an individual right.

And just for fun another misquote according to Mount Vernon:

This quote was actually stated by George Washington's ghost, in an episode of The Simpsons.

You failed reading comprehension or are a product of the public school system.

GW goes even further here, suggesting that the people maintain the ability to arm themselves. That the people should not rely on outside groups for this, like the government, state, federal or local. This explicitly rules out the idea of a militia requirement.

Well digested plan does not mean militia. It means give some thought about your self defense. Don't buy a gun and think your responsibility is over.

Washington clearly states he wants disciplined armed forces capable of operating independent if the regular army's supply chain. He didn't want rogue warriors with thousands of rounds in their homes. There were founders who embraced the idea of armed individuals as opposed to a disciplined militia, but Washington was not among them.
