Federal Rule of Criminal Procedure 11 doesn't give the Defendant the right to withdraw a plea prior to sentencing. A withdrawal requires a finding of the court that "good cause" exists. Also prosecutorial misconduct can under certain circumstances be used to vacate final guilty verdicts, so saying a plea cannot be withdrawn is misleading.

FRCP usually refers to the Federal Rules of Civil Procedure, not the criminal rules.
