Now that's very strange because while Congress does have the authority to create special Courts or investigate information to administrate the county: individual Congress members do not have authority to "create a prosecution". There has to be a vote to create a special trial (we don't have to say the need proceeds the vote in papers meant for educated people). Otherwise we'd have 100,000 people (offices of congress) in washington creating continual frivolous lawsuits and congress members robot signing whatever their offices sent to their desk, and probably perpetrators questioning the victims on the floor.
