What would it take to revise/abolish the second amendment?

I'm not arguing the merits of the second amendment. What would it take for the country to change it's view of it, and induce the government to minimize or do away with it?

It would take a Constitutional Amendment. The Twenty-Second Amendment repealed the Eighteenth.

There must be a two thirds majority vote in both houses of Congress even to have the process start. Assuming that this happens, Congress can determine the next course of action. It can dictate that each state call a convention to ratify or reject a proposed amendment. Seventy five per-cent of those conventions must vote for ratification. Congress can dictate that the State Legislatures can ratify or reject a Constitutional Amendment. Seventy five per-cent of the State Legislatures must vote for ratification. If the number falls short of seventy five per-cent, either through inaction or outright rejection, the proposed amendment can not take effect.

The Constitution does not specify a deadline for ratification or rejection. The text of the proposed amendment may contain a deadline.

Getting thirty eight states to ratify the Second Amendment's repeal would be at best, a daunting task. You might get Illinois, New York, Connecticut, New Jersey, Rhode Island, Delaware, California, Oregon, Hawaii and Washington State.

Some might add Massachusetts, Maine and Vermont, but those people would do well to recall that every once in a while, the Good Voters of Massachusetts remember from whence they came. The Good Voters of Vermont and Maine usually remember from whence they came.

Article 5 of the Constitution outlines the process for amending the document. There are two steps: proposal and ratification.

STEP 1: PROPOSING AN AMENDMENT

Either Congress or the states can propose an amendment to the Constitution.

Both houses of Congress must propose the amendment with a two-thirds vote. This is how all current amendments have been offered.

Two-thirds of the state legislatures must call on Congress to hold a constitutional convention.


STEP 2. RATIFYING AN AMENDMENT

Regardless of how the amendment is proposed, it must be ratified by the States.

Three-fourths of the state legislatures must approve of the amendment proposed by Congress, or

Three-fourths of the states must approve the amendment via ratifying conventions. This method has only been used once, to repeal Prohibition with the 21st Amendment.

Is there a timeline for ratification? The U.S. Supreme Court has held that ratification must happen within "some reasonable time after the proposal." Since the 18th Amendment was ratifed, Congress has set a term of seven years for ratification.

The NRA still has to decide how to spend its money. Until they stop funneling money to politicians, things won't change. I think the saddest situation in all of this is politicians who take the NRA's money because they need it to get elected who are then forced to take a pro-gun stance politically because they accepted NRA money but have said they are not pro-gun...usually after they are out of office.

Or consider this. In 2014, there were 248 people killed by rifles (including AR-15s and all the scary other scary “assault weapons” you hear about) versus 3,827 people who were killed by being either stabbed or beaten to death by a blunt instrument. Is it accurate to say that those people died as a result of our society allowing its citizens access to knives, hammers, and baseball bats, rather than saying that those 3,827 died as a result of the myriad murderous impulses of their attackers?

The new proposed amendment or changes must be worded and agreed too for the two thirds majority vote in both houses on the final vote

"Assault type banned " "certain firearms banned" "only police and military"

"magazines shall be restricted to 3 rounds in hunting firearms upon any BATFE approved list and such list of firearms may change at any moment"

"the right applies only to members of state National Guard" "the right to bear arms outside the home is banned" "concealed carry of firearms is banned"

Yes and it is a proven fact that owning guns in the US makes it much more likely you will be shot or spend years in prison. It is sad that these ignorant people actually endanger themselves and their family members when they think they are "protecting" themselves.
