I'm not arguing the merits of the second amendment. What would it take for the country to change it's view of it, and induce the government to minimize or do away with it?

It would take a Constitutional Amendment. The Twenty-Second Amendment repealed the Eighteenth.
There must be a two thirds majority vote in both houses of Congress even to have the process start. Assuming that this happens, Congress can determine the next course of action. It can dictate that each state call a convention to ratify or reject a proposed amendment. Seventy five per-cent of those conventions must vote for ratification. Congress can dictate that the State Legislatures can ratify or reject a Constitutional Amendment. Seventy five per-cent of the State Legislatures must vote for ratification. There will be no change in the 2nd Amendment ever.

The NRA still has to decide how to spend its money. Until they stop funneling money to politicians, things won't change. I think the saddest situation in all of this is politicians who take the NRA's money because they need it to get elected who are then forced to take a pro-gun stance politically because they accepted NRA money but have said they are not pro-gun...usually after they are out of office.

More will be coming , it is indeed sick that one of the most important rights in the constitution has been violated so many times without action from the high court , but that has been slowly changing we will see that the case of NY gun owners vs New York brings this summer , its not looking good for Democrats unconstitutional gun controls in many states but once again it may be a weaker narrow ruling not a broad one the court should send

‘Sec. 926C. Carrying of concealed firearms by qualified retired law enforcement officers
‘(a) Notwithstanding any other provision of the law of any State or any political subdivision thereof, an individual who is a qualified retired law enforcement officer and who is carrying the identification required by subsection (d) may carry a concealed firearm that has been shipped or transported in interstate or foreign commerce, subject to subsection (b).
‘(b) This section shall not be construed to supersede or limit the laws of any State that--
‘(1) permit private persons or entities to prohibit or restrict the possession of concealed firearms on their property; or
‘(2) prohibit or restrict the possession of firearms on any State or local government property, installation, building, base, or park.

Which is why Fairfax County Democrats did a horrible thing to hatefully and stupidly ban citizens with conceal handgun permits from all county parks and secluded county trails which puts the general public in more danger in these areas
They were so STUPIDLY HATEFUL that ban also bans retired law enforcement officers like FBI agents or Fairfax Co Police from carrying concealed handguns also
Look at the LEOSA Law enforcement officers Safety Act for proof it has a exception that if guns are banned with no exception to lawful concealed carry by permitted citizens all retired law enforcement is also banned . It would also be unconstitutional to carve out a special exception for these retired officers and ban the lawful permit holders as the retired police are no sworn officers nor are the agents of the government.
They can not convey a special class of constitutional rights to them as a retirement benefit , they are a citizen the same as all of us who are

The 2nd Amendment is essentially a suicide pact. In order for us to be armed and therefore feel secure, we have to allow the bad guys to be armed as well. It is a vicious cycle, as they become more heavily armed, we feel the need for bigger and better guns. Rinse, repeat.
It is very difficult to get out of a suicide pact, once you have entered it. But as long as having more guns is the answer to our problems, that is where we are.
