Yes most likely those lesser offenses that Phil was convicted of started out as much more serious infractions. Most of the time if anyone is pulled over for an expired inspection it gets dismissed when the offender brings in proof the vehicle complies with the law. Therefore the fact these show up as convictions most likely means there was some more significant offence committed which was reduced to the lesser charge.
