As the owner of multiple companies in the Federal contracting space, and an investor in overseas businesses, with a plethora of staff, lawyers, security personnel, accounting staff, and a full bank of executive assistants who control all of my personal and business information, emails, schedules, travel records, business correspondence, taxes, financial, corporate, security, and legal records - I can honestly state that there is absolutely no way a person can delegate filling out their SF-86 to someone else.
That is not how things work.
To the blame your staff for errors and omissions on your SF-86 is complete and utter bullshit.
You are assigned a personal login ID and have to choose and authenticate your password to your account. You have to go on line, authenticate yourself (not something you can delegate) and fill out all the detailed information yourself.
You then have to painstakingly work through multiple questions and different sections/categories of questioning. You then have to repeatedly authenticate the information you submit with electronic signatures over and over again - and you have to hit submit under Federal Penalty that you have not lied or omitted any information about anything in your submission. You have to own it 100%. All you. There is no room for they.
Your SFO then has to review and authenticate the information you have submitted against company records before final submission to the Government. The SFO will immediately go to corporate counsel, finance, and administrative records to see if there are any issues or questions.
I have never once experienced an SF-86 submission in which the SFO, Corporate Accounting, or Corporate Counsel didn't come back and ask multiple questions about everything in an SF-86 submission packet - especially sketchy stuff like meeting with Russians or having foreign investments/investors and foreign loans and overseas real estate holdings or investments.
Kushner, in his whimpy, whiney little voice blaming staff for his errors and omissions is complete and utter nonsense. He is a liar.
