HOV ramp restrictions, I don't get them

I work in Rosslyn and live in Fairfax proper. I get off at 5:30 and take 66 heading towards Richmond to get home. All the ramps leading to 66 during that time are HOV only until 6:30pm and I commute alone. I either have to risk the chance of getting caught at an impromptu checkpoint are getting on rt.50 and doing the slow crawl back home. Why do they have these restrictions?
