No actually not even Republicans have been let in to the process yet alone Democrats. That's why Mike Lee killed it. The two House bills were Ryan's and the two revisions were McConnell's.

Why GOP leadership is legislating this way on 1/5th of the economy makes sense to nobody including Republicans. Those are facts, facts are stubborn things.

But if you want to know the reason why I'll tell you it. Republicans can't govern. Especially through regular order. They are literally crippled in every sense of the word as it relates to health care and they may be completely inept on other legislation too. We will find out soon enough.
