Partially. People that have ties to the US (relatives, jobs, school enrollment, business) will be allowed in so the 'ban' is now a 'restriction' on some visitors.

But that really doesnt matter as the 'Travel Ban' was a temporary provision for a 90 day period to allow administration to come up with a plan to protect us - been well over 90 days so where is the plan from Trump? By the time the SCOTUS takes the case the partially re-instated ban/restriction will have been in effect all Summer - also over 90 days so the case will be moot.

Its like asking for an extra week to do an assignment and declaring 'total victory' when you get much more than a week yet never lift a finger to complete the task. Trump is a simple idiot really.
